Agricultural Management Practice Plans (AMPP)

Ventura County Resource Conservation District (VCRCD) was awarded $250,000 to support growers in TMDL (Total Maximum Daily Load) areas who are required to meet water quality standards under Order R4-2023-0353 General Waste Discharge Requirements from Discharges from Irrigated Agricultural Lands Within the Los Angeles Region (WDR). Specifically targeting growers choosing Track 2 compliance. Which involves developing and implementing a Management Practice Plan (MPP) instead of conducting individual monitoring. The project will:

  • Write TA certified Management Practice Plans (MPPs) for growers to demonstrate compliance with regulations.
  • Provide financial support to farmers contracting with Qualified Equivalent Experts (QEEs) to develop certified MPPs.
  • Conduct outreach and education for both growers and potential QEEs.

VCRCD MPP Development & Implementation Assistance

The purpose of Management Practice Plans (MPPs) is to help growers reduce or eliminate agricultural discharges that contribute to water quality impairments, especially in areas subject to Total Maximum Daily Load (TMDL) requirements. Ultimately, MPPs help growers demonstrate compliance with regulations while promoting sustainable farming practices that protect local water bodies.

  1. Identify sources of pollutants (such as nutrients, pesticides, or sediments) from farming operations that may be impacting water quality.
  2. Recommend targeted management practices that address those specific pollutants.
  3. Document and certify that appropriate practices are being implemented to comply with water quality benchmarks and regulatory requirements.
  4. Serve as an alternative compliance pathway (Track 2) under WDR Order R4-2023-0353, avoiding the need for costly individual water monitoring (Track 1).
  5. Support ongoing improvement by providing a framework for adaptive management and follow-up.

Eligibility & Prioritization

  • Ventura County Farmers
  • Ventura County Agricultural Operations
  • Ventura County Nonprofit organizations working as agriculture operations

Farms will be selected on a first-come, first-served basis. If there is a large influx of applications, farmers will be ranked based on the following criteria:

  • Nitrogen leaching potential

  • Location within a nitrogen-impacted responsibility area

  • Proximity to surface water monitoring sites

  • Groundwater–surface water linkage

  • Impacted land area

  • High evapotranspiration

  • Location within an unconfined aquifer basin

  • Shallow groundwater conditions

  • Permeable soil

  • Water and fertilizer use records

  • Dry weather discharge

Once you log in to Clear Water, you will be directed to your “Dashboard.” This page will help you answer the question for Section 1A. 

 

To get to this page, you will need to click the parcel tab on the top of the page. You will then get the page below. 

Click on the “Enrolled Parcel” on the left side of the page to get the following information to answer the question for Section 1B. You will then see the page below to answer the corresponding questions about your operation. 

To find the information needed for Section 1C, you need to click on the tab on the top of the page named “TMDL.” From there you will get a column menu titled “Directions” on the left side of the page. Click on “Deadline Tracker” for the information needed to answer Section 1C.

To find the information needed for Section 1D, you need to click on the tab on the top of the page named “TMDL.” From there you will get a column menu titled “Directions” on the left side of the page. Click on “NOI Submission” for the information needed to answer Section 1D.

Download the Signed NOI from this page and submit it to the form. You will find all the other question to this form on the Downloaded NOI.  

To find the information for Section 2, click on the “Parcel” tab at the top of the page. Then, select the enrolled parcel on the left side of the screen. In the center of the page, you’ll see a tab labeled “Farm Evaluation.” Click on it to access the information needed to answer the Section 2 questions.

VCRCD’s role is to help develop and implement an Individualized Management Practice Plan for each grant beneficiary seeking to comply with Track Two requirements.

The NRCS role is to help develop and implement an Individualized Management Practice Plan for farms seeking to comply with Track Two requirements.
